Weekly freight wrap: HVNL lands 1 August, Payday Super is live, and fuel security moves in NSW

The numbers, before the narrative.

Twelve days out from the biggest heavy vehicle law change in a decade: the amended HVNL starts 1 August, Payday Super is already in your pay runs, and NSW is moving on fuel security. What changed, what it means, and what to do.

What happens on 1 August 2026?

The amended Heavy Vehicle National Law (HVNL) commences on 1 August 2026 — the first major rewrite since the law began in 2014. The amendment package was passed by Queensland Parliament on 18 November 2025, and the final standards and guidelines were approved by ministers in May 2026.

The headline changes for operators: a new Heavy Vehicle Accreditation (HVA) scheme replaces NHVAS, underpinned by a Safety Management System (SMS) standard. Accredited or not, every operator needs to show they are actively managing safety risks.

  • One audit per accreditation period — but more thorough, testing whether systems are Present, Suitable, Operating and Effective, with findings graded minor or major and more use of digital evidence
  • A new fatigue standard with new outer limits, under an Alternative Compliance Framework for operators needing flexibility beyond standard hours — existing BFM/AFM accreditations transition over time
  • A new "Unfit to Drive" duty and updated work diary rules, which the NHVR clarified on 14 July after industry confusion
  • Updates to mass, dimension and loading, plus Euro VI emissions and mass provisions

Do NHVAS-accredited operators have to switch straight away?

No. The NHVR is offering four transition options: maintain your current NHVAS accreditation for up to two more years, extend it for up to 12 months, transition to the new HVA scheme, or exit accreditation altogether.

Two practical points: check your NHVAS expiry date now so you know which option fits, and book audits early — auditors will be in heavy demand through late 2026. The NHVR website has a transition decision tree and case studies to walk you through it.

What did the NHVR announce this week?

Five items worth your attention, plus one live service outage:

  • 17 July — A landmark prosecution that "sends a strong message on repeated safety breaches"; the regulator is signalling it will keep pursuing repeat non-compliance
  • 14 July — The NHVR set the record straight on work diary changes and the new Unfit to Drive duty ahead of 1 August; worth five minutes if you run paper diaries or EWDs
  • 9 July — A winter safety warning after an increase in major heavy vehicle defects; brakes, tyres and lights are the classic winter culprits
  • 6 July — A NSW speed limit update for PBS vehicles over 26m operating under permit; check the updated conditions if you run longer PBS combinations in NSW
  • NHVR Go outage — an identified outage is affecting mapping services in NHVR Go, including the route planner; call 13 64 87 if you need assistance with routes or permits

What's happening with fuel in NSW?

Road Freight NSW had three fuel-related updates live this week. It welcomed NSW Government measures under the national fuel security response as a "smart move" to improve freight efficiency and help preserve fuel across the state's supply chains.

It also warned, alongside refrigerated transport and bus industry bodies, that poor-quality fuel entering Australia could damage engines, lift operating costs and further disrupt supply chains. If your trucks show unexplained fuel-system issues, document everything — it may matter later.

And it is calling for urgent progress, clear timelines and practical support as operators and regional communities deal with ongoing disruption from the Great Western Highway closure. If your lanes cross the Blue Mountains, keep watching this one and build the detour cost into your rates.

Payday Super is live — what must employers do now?

Payday Super started on 1 July 2026, so it is already in your pay runs. Super guarantee must now be paid on payday, not quarterly, and contributions must reach the employee's fund within 7 business days of payday (for new employees, the first payment is due within 20 business days of their first pay).

The ATO's Small Business Superannuation Clearing House closed on 30 June 2026 — if you were using it, you need a SuperStream-compliant alternative in place now. Super is calculated on a new qualifying earnings base, and each pay run's STP report must include qualifying earnings and the total super liability.

Late or short payments can trigger the Super Guarantee Charge, and the ATO now sees super liabilities in near-real time through STP. If your payroll process still runs quarterly, fix it this week.

Road works and events to watch

  • Bruce Highway, QLD — night works near Ten Mile Creek at Proserpine with changed traffic conditions, per a 19 July TMR heavy vehicle notice shared by the QTA; plan around it if you run north of Mackay
  • NatRoad conference — the annual NatRoad conference runs 5–6 November at The Star, Gold Coast; worth pencilling in for HVNL transition guidance direct from the association

What to do this week

  • Read the NHVR's 14 July clarification on work diaries and Unfit to Drive — it affects every driver you roster
  • Check your NHVAS expiry date, pick your transition option and book audits early
  • Confirm payroll is paying super on payday and that your clearing house arrangements replaced the SBSCH
  • Add a winter defect sweep — brakes, tyres, lights — to pre-trip checks
  • If you cross the Blue Mountains or run the Bruce Hwy near Proserpine, check current conditions before scheduling
